In our experience the overwhelming majority of late Irish web projects are late for one reason: the copy, photographs and product data were not ready. Design is rarely the bottleneck. Approval is sometimes. Content nearly always is. A scope document fixes that by naming an owner and a date for every piece of content before the build starts. It is unglamorous and it is the single highest-leverage hour you will spend on the project.

1. What is the one action a visitor should take? Call, book, buy, request a quote, download. One primary action per page. 2. What must the site do that a leaflet cannot? Take bookings, accept payment, filter a catalogue, gate a resource. That list is the real specification. 3. Who updates it after launch, and how often? If nobody, you need a simpler site. If weekly, you need an editor-friendly structure from the outset. 4. What content already exists, and what has to be created? Be honest. "We'll write it" without a name and a date means it will not exist. 5. What does success look like in twelve months? Enquiry volume, online orders, fewer phone calls about the same question. Write the number down.

- A page list, with the primary action of each page.
- Functional requirements — forms, bookings, payments, logins, integrations with tools you already run.
- Content ownership: who supplies what, by when.
- Technical requirements: hosting region, performance targets, accessibility standard, structured data.
- Search requirements: title and description ownership, redirects from any existing URLs, sitemap and analytics.
- What is explicitly out of scope. This section prevents more disputes than any other.

Apply in order. Each rule either resolves the decision or passes it down. 1. Purpose rule. If the site's job is to prove the business exists and be found locally, a small, fast, well-structured build is correct. Do not buy platform capability you will never operate. 2. Transaction rule. If money changes hands on the site, treat payment, tax, delivery rules and refunds as first-class scope items, not add-ons. 3. Volume rule. If content changes more than once a week, the editing experience matters more than the visual design. Specify who edits and test that they can. 4. Integration rule. List every existing system the site must exchange data with. Any system discovered after the quote becomes a variation, so find them all now. 5. Migration rule. If a site already exists, every current URL needs a documented destination. Unmapped URLs are the most common cause of a post-launch traffic collapse. 6. Accessibility rule. Contrast, labelled inputs, keyboard access and tap-target size are requirements, not preferences. Specify them so they are not value-engineered away. 7. Ownership rule. State that code, content, domain, analytics and hosting access transfer to you at launch. If a studio resists this, that answer is the whole review.
